What part of British horseracing are the British Horseracing Board Governors looking to fund.

In response to the article in the Racing Post published on January 12th 2005 as reported by Howard Wright regarding the BHB failing to get their ‘Data Rights’ in the European Court of Justice. And their alternative request to Lord Donoughue “to propose an enforceable and sustainable mechanism for betting operators to contribute to the funding of British racing in the future.”

This raises the question which part of British horseracing is looking to be funded.

  • Is it the Racecourses ? Surely not because they can generate extra income by raising entrance fees.

  • Could it be the owners ? Surely not because these are people of independent means.

  • Could it be the trainers ? But can’t they increase their training fees to cover any needs that they require.

  • Could it be the jockeys ? Of course not, as not only do they get paid for every ride they also get a cut of the purse when successful.

This leaves four other areas:

  • The Jockey Club Regulators / The British Horseracing Board Governors plus the Racecourse Holdings Trust the racecourses the JC own

  • The Grass Root personnel all true professional grade A status handler/riders who are the Engine Room of the industry.  At present there is a black hole where the Engine Room should be.

  • The Grass Root personnel all student/learner, handler/riders aspiring to become professional.  At present there is a black hole instead of a thorough basic 2 year tuition programme for youngsters starting out in their career.

  • The Grass Root personnel who have achieved the proposed basic 2 year tuition programme qualify as status grade B.  At present there is a black hole, when what is needed is courses of further education, in the various areas of specialist skill requirements.

Isn’t it time that the The British Horseracing Board Governors / Jockey Club Regulators came clean on this matter.
